4 октября - день защиты!
Сегодня, 4 октября Всемирный день защиты животных. Многие страны могут похвастать серьезными достижениями в этой области, где и государство проводит масштабные программы, и сами граждане неравнодушные, милосердные и гуманные.
Но есть страны с прямо противоположными достижениями - Казахстан семимильными шагами идет к установлению подобных антирекордов. Здесь общее и тотальное равнодушие населения... наши люди не видят проблемы в том, что кто-то отрубает котятам лапки... или сами готовы нашпиговать кусок мяса иглами, и кинуть это собакам... Общество падает нравственно, уровень культуры опустился очень низко... И государство в лице акиматов, специальных служб, коммунальных хозяйств способны лишь на одно - убивать кошек и собак... Замуровывать их в подвалах заживо... Все - этого достаточно!
Глава государства Касым-Жомарт Токаев поручил Министерству экологии, геологии и природных ресурсов разработать законопроект "Об ответственном отношении к животным", в том числе и нормы ужесточения наказания за жестокое обращение с животными.
Будем надеяться, что это не просто слова, приуроченные к Дню защиты животных... и за ними последуют реальные позитивные сдвиги, дальше ведь падать некуда!
Одно странно, почему этот законопроект должен разрабатывать это министерство... даже с привлечением общественности. По идее здесь должны принять участие и Министерство образования и науки, культуры и спорта, информации и общественного развития... Также большой вопрос и об "представителях общественности" - кто и что это будет?
Но - мы надеемся!

But there are countries with directly opposite achievements - Kazakhstan is making leaps and bounds towards setting such anti-records. Here is the general and total indifference of the population ... our people do not see the problem in the fact that someone chops off the paws of kittens ... or they themselves are ready to stuff a piece of meat with needles and throw it to the dogs ... Society is morally falling, the level of culture has dropped very low ... And the state represented by akimats, special services, utilities is capable of only one thing - to kill cats and dogs ... To bury them in basements alive ... That's all - that's enough!
The head of state, Kassym-Jomart Tokayev, instructed the Ministry of Ecology, Geology and Natural Resources to develop a draft law "On Responsible Treatment of Animals", including the norms for toughening punishment for cruelty to animals.
Let's hope that these are not just words dedicated to the Animal Protection Day ... and real positive shifts will follow, after all, there is nowhere to fall!
One thing is strange why this bill should be developed by this ministry ... even with the involvement of the public. In theory, the Ministry of Education and Science, Culture and Sports, Information and Social Development should take part here ... There is also a big question about "representatives of the public" - who and what will it be?
But - we hope!

Aujourd'hui, le 4 octobre, c'est la Journée mondiale des animaux. De nombreux pays peuvent se vanter de réalisations sérieuses dans ce domaine, où l'État mène des programmes à grande échelle et où les citoyens eux-mêmes ne sont pas indifférents, miséricordieux et humains.
Mais il y a des pays avec des réalisations directement opposées - le Kazakhstan fait des bonds en avant vers l'établissement de tels anti-records. Voici l'indifférence générale et totale de la population... nos peuples ne voient pas le problème dans le fait que quelqu'un coupe les pattes des chatons ... ou ils sont eux-mêmes prêts à farcir un morceau de viande avec des aiguilles et à le jeter aux chiens... La société est moralement en baisse, le niveau de culture a très baissé bas ... Et l'état représenté par les akimats, les services spéciaux, les utilitaires n'est capable que d'une seule chose - tuer des chats et des chiens ... Les enterrer vivants dans des sous-sols ... C'est tout - c'est assez!
Le chef de l’État, Kassym-Jomart Tokayev, a chargé le ministère de l’écologie, de la géologie et des ressources naturelles d’élaborer un projet de loi «sur le traitement responsable des animaux», y compris les normes pour durcir les sanctions pour cruauté envers les animaux.
Espérons que ce ne sont pas que des mots dédiés à la Journée de la protection des animaux ... et de réels changements positifs suivront, après tout, il n'y a nulle part où tomber!
Il est étrange que ce projet de loi soit élaboré par ce ministère ... même avec la participation du public. En théorie, le ministère de l'Éducation et des Sciences, de la Culture et des Sports, de l'Information et du Développement social devrait y participer ... Il y a aussi une grande question sur les «représentants du public» - qui et quoi?
Mais - nous espérons!
